Fuel pump 'arming' sound not present when ignition turned on. Bike will turn over but not start.

Yes, it is necessary to check the output stage for the fuel pump (Fuel pump, electronic  16147720776).
Also measure the resistance of the pump motor. I wish you success

Yes, as Schuppi has said, the most likely culprit is the fuel pump controller.  BMW Part number is "16 1 47 720 776"
