What needs to connect to what for set up ?

I have a Windows 8.1 Tablet which would be neat to use with the USB connected enthusiast GS-911 but my tablet connects by WiFi (802.11b/g/n) to my wireless router in the house.  Our house is built of brick, cavity wall, two walls with an air gap and thermal insulating foam in the middle, which means that the WiFi signal is poor to non existent in the garage.

The following instruction indicates that for setup the Tablet must be connected to the internet :-

Does this mean that set up cannot take place in the garage if the GS-911 cannot be connected to the internet and bike at the same time ?

A previous post about being able to use different PCs with independently downloaded software indicates that the motorcycle ECU serial number gets burnt into GS-911 device (Enthusiast version - one of the ten) and the downloader ensures that a genuine/valid GS-911 is connected to the tablet before allowing the software to be activated (by connecting to the server).  This process indicates that set up could not take place without the GS-911 and tablet being connected to both the motorcycle and the internet.  On all 'Youtube' videos demonstrating setup, this is the case.

1)  Does this mean that set up cannot take place if the GS-911 cannot be connected to the internet and bike at the same time ?

2)  If it can then what is the sequence for doing it ?

I think that I am safe to assume that once set up the GS-911 and tablet are autonomous.

Just thought of another question :-

Is the GS-911 powered from the bike connection or the USB cable ?

I assume it is powered from the bike because of the Bluetooth option, I therefore assume that it cannot operate away from the bike, starting to answer my own questions.

I have the PC version of the 911 so there's no bluetooth - therefore I can't be sure yours works in a similar fashion. In order to download the software to the PC I have to have the 911 connected to the PC and the internet. It does not connect to the bike at this time. To use the 911 on the bike I just have the PC and 911 with no internet access. I would have guessed that with the bluetooth version you can download software to the phone without being connected to the bike. When you use it for real on the bike you won't need the internet to read fault codes on the mobile. I think.......

Thanks,    that means that if you can do this then the GS-911 hardware can be powered by the USB cable so that the PC can read a code from it and then via the internet compare it to a list of codes on a server at Hex.  I assume this is what it does, thereby identifying the hardware.

Perhaps I am wrong and it doesn't do this.  I am speculating from the instruction :-

The GS911 are powered by a USB cable OR the bike- both.
How to download the sofware without a USB connection I do not know.

I think your question is easily answered? Hope it is!
The GS911 does NOT connect to the internet!! No WAY!
Just do as the instructions tell, make sure your tablet have a internet connection- wi-fi or whatever.
Follow the instructions and connect you GS911 to the tablet (via USB) when you are told to do so. 
Thats all. I think?

I realize the GS-911 connects to the tablet by USB cable with the tablet connected to the internet over Wi-Fi, (for software download and set up) but does the GS-911 have to be connected to the bike as well ?

As so often, its all a matter of following instuctions.
And NOT think its more dificult than it is :D
