An expensive electronic diagnostic tool should have clear technical specs, but I can't find any...
Aside from the license and connector, what are the differences between the 10-pin and OBD-II wifi devices? If the OBD-II version is newer then does it have have better performance, or any other measurable characteristic, than the older 10-pin version?

The internals of the two devices are nearly identical, no performance differences. The only difference is the diagnostic connectors.

Also have a look at the attached PDF.
You will see both units can be used with 10-pin and OBD2 with the correct cable.
