Diapnostics application will not remain open

Hi , Just got a new Laptop with Windows 365, Downloaded the latest downloader to load the latest Diagnostic application. This was downloaded V2312.5 however when I click to open the application a window opens and then closes after 3-5seconds. Restarted laptop and downloaded the the application several times..

any Ideas ...?? Help
