Throttle Percent Adjustment

I have a 2017 R1200RT.
The is my first fly-by-wire bike. I was going through the engine values with the engine running. At idle the registered at 96%, when I blipped the throttle the percentage moved to about 10%. Is this normal?

Logic makes me think that at idle the percentage should be near Zero and open throttle near 100%. Can someone explain what these percentages mean? Is there a way to adjust these percentages? Also is this percentage the actual throttle or the throttle body?
